    Dalian has been dedicated to the city’s informatization construction and uplifting the society’s informatization level. Dalian has well-established informatization infrastructure facilities. IT technology promotion and application and urban informatization construction has entered into a comprehensive and rapid development stage. Informatization has provided powerful support and guarantee to the healthy and rapid social and economic development of Dalian. Dalian is endowed with world class communication infrastructures and business sustaining capability. The city’s telephone utilization rate, desk telephone and cell phone growth rate and other indexes all rank the top among those of domestic cities. Dalian has been approved by the state as Informatization pilot city and e-Commerce pilot City.

Major Features
     Along with gradually deepened construction of e-government system, the inter-linked and interconnected Party-Government network platform has been established and the government website system with “Dalian. China” portal has enhanced the government’s public service level. Golden Card, Golden Taxation and Golden Fiscal and other key application projects of e-government are developed from all aspects and have played an important role in state economy. Enterprise informatization is being promoted rapidly. IT reform projects have been implemented in more than 100 key enterprises in 16 key industries, including petrochemical, equipment manufacturing and shipbuilding. Key industrial enterprises have applied basic CAD/CAM, designing new products from using the two-dimension to three-dimension tools. Single application of enterprise informatization projects has widened to integrated, comprehensive and networking development. IT application has brought along and accelerated the adjustment and upgrading of traditional industrial structure. Social informatization with urban management and public service as the center is carried out from all aspects. The construction work of major informatization application systems is pushed forward continuously in the fields of medication, education, culture, social insurance, community service and agriculture. A great deal of informatization systems related to the people’s life including Smart Traffic Management System, e-Payment Platform, City Smart Card and labor insurance system has been implemented and applied successfully.

      Dalian is making unremitting efforts to push the application of modern information technology in social and economic industry. We will further integrate information resources and facilitate e-government, e-commerce, enterprise informatization and social informatization. Information technology will benefit the whole society.
