    Dalian municipal party committee and municipal government have been attaching great importance to development of IT industry. IT industry has been listed as one pillar industry of emphatic development in Dalian’s “11th five-year” plan. IT industry base is one of Dalian’s “one center and four bases” program. The scale of electronic and IT product manufacturing industry has been boosted greatly during “10th five-year” period. Its sales income and export value account for more than 67% and 70% of the total in Liaoning province and 60% of three provinces and Northeast China.

Industrial Features
     Dalian is one of five major state bases for industrialization of semi-conductor lighting projects and is also the integrated circuit design base in Liaoning province. In 2006, Dalian Economic and Technological Development Zone and Dalian Hi-tech Park were conferred the title of State (Dalian) Electronic Element Industrial Park, and State (Dalian) Video and Audio Product Industrial Park by Ministry of Information Industry respectively. The industrial structural adjustment has obtained better effects. State, private and foreign-invested enterprises are developing at the same pace. Construction of Dalian Semi-conductor Lighting Project Industrialization Base has shown initial impacts, the industrial chain is complete, state-level industrial park develops healthily, scientific and independent innovation has achieved new progress, private enterprises have demonstrated apparent effects in independent innovation and key industries and products are developing rapidly and steadily.

Development Target
      Both independent R&D and international cooperation will be greatly supported. With the precondition that enterprises in electronic information product manufacturing industry grows steadily, we shall seek the development of existing enterprises and grasp tightly historical opportunities that Intel project settles in Dalian and the construction work is started, mobilize all active factors, give play to limited resources and realize leap-forward development of the electronic and information product manufacturing industry. Dalian will develop emphatically: 1. semi-conductor industry, accelerate and push forward the rapid development of five major industrial clusters of semi-conductor wafers, semi-conducting equipment, integrated circuit design, semi-conducting materials and semi-conducting photoelectron. 2. Industrial control electronics. Dalian will develop and consolidate the machine tool’s numeric control system, boost the promotion and application of five-axis linkage numeric control system and speed up the development of industrial control systems and system integration services. 3. Digital video and audio products 4. Communication industry. 5. Automobile electronics. 6. Computer peripheral devices and consumables. By means of ceaseless efforts, Dalian will become the important base for electronic and information product manufacturing base.
