     Dalian is marching towards the new development target of building itself into the new champion city for global software and outsourcing service. Dalian has been conferred titles of “State Software Industrial Base”, “State Software Export Base”, “Software Talent International Training Base”, “Software Industry Pilot City”, “State Software Copyright Protection Pilot City” and “China Service Outsourcing Base City” and becomes the typical city for 4China software and service outsourcing.

Industrial Features
    Dalian is planning and building the largest Software Industry Park in China and develops emphatically software R&D and service outsourcing. Dalian is the city internationally recognized to possess the most suitable conditions to become a global outsourcing center. More than 30 MNCs have established software R&D and service outsourcing centers in Dalian. Within just several years after having entered into Dalian, GE, IBM and H.P have expanded their staff scale to nearly 3000. Among Global Offshore Delivery Index Cities recently declared by IDC, Dalian ranks the first in China and fifth in the world. Dalian is strengthening the training and introduction of software talent by powerful means. Twenty-two universities and forty vocational secondary schools in Dalian have provided software-related majors. Also, Dalian has established professional software colleges and more than one hundred IT training organizations. Since 2005, Dalian municipal government has organized Global Software Talent Tour-Recruiting activity, and developed the most favorable policy for awards of senior software talents in China. In recent years, software talents in Dalian are increasing by more than 10000 persons each year. Dalian is now committed to improving the development environment for software and service outsourcing and strengthening efforts in protection of intellectual property, individual information safety and quality accreditation. Dalian is the first pilot city for protection of software copyright and is the city that develops appraisal on protection of individual information. Ten enterprises have passed CMM5 and CMMI5 accreditation and account for 1/3 of the state total.

Development Target
Dalian is enhancing the overall competitiveness by building and perfecting the industrial chain of software and information service. By 2010, Dalian’s business income from software and information service industry will reach RMB40 billion, the export value reach USD1.5 billion and number of IT staff reach 140000. Dalian will be established into an important software industry base, service outsourcing base and software professional training base oriented to Northeast Asia, including China, Japan and South Korea and with its influence covering Europe and U.S.A and also into a new leading city for global software and service outsourcing.
