   According to whole layout of “One city, one island, ten districts” in Dalian’s economy during the period of “11th Five-year”, based on existing information industry space structure, extending space for future development and requirements of industrial layout, confirm the whole layout of information industry in Dalian is that “one belt, four bases and many parks” .
   --- “One belt” means industrial belt of software and information service (software development and service, telecom service, network service, medium service, broadcasting service, educational training and publishing service, advertisement service, conference and exhibition service, government service) from Tahewan River on the west to Dalian Bay on the east.
   --- “Four bases” means Qixianling industrial base, new urban industrial base, Changxing Island industrial base and Lingshui R & D base.

    1  Whole Layout of Information Industry in Dalian

    --- “Many parks” means sub-parks of information industry park set up in every district, county. Namely build professional information industry parks with different feature in planned area of “One city, one island, ten districts” and other area (e.g. Longtou Town of Lushun) including such industrial parks as digital audio & video, electronic component, photoelectron, micro-electron, furnishment (industry) electronic industry etc.

    

    In order to upgrade completely functions as executive & cultural center, information center, central business area and modern industrial area in main city proper of Dalian, greatly develop new economy modes such as headquarters economy, building economy, idea economy and city industry, surrounding the construction of Northeast Asia international shipping center and information center, finance center, rationally arrange facilities of information service, it is necessary to plan industrial belt of software and information service crossing main city proper of Dalian. Completely push the construction of industrial belt of software and information service from Tahewan Riwan of Lushun to Dalian Bay, perfect and upgrade the corresponding service functions. Actively promote the development of Xinhai Bay finance business center, Xian Road business center, Xinkai Road business center, Qingniwa—Tianjin Street—Renmin Road—Harbor central business area by information service industry and informatization. Actively cultivate modern information service industry matching with functions of the city, especially information service industry cluster with computer and software service, network service, information consultation, assets appraisal, accounting audit, advertisement and media, conference & exhibition business, education & training as main to support the development headquarters economy and high-tech industry with intellectualization, building type and high multiplier effect as well as the development of city industry and “ Brain factory”.

    Software industry----construct as per the mode of one park and many areas, namely establish software incubation areas in university technological park and high-tech park where there are many universities and colleges. Continuously push the construction of “Lian-Shun software industrial belt”, with “green silicon valley” design scheme for reference, try best to form whole layout of “one chain, two cores and three areas” and multiple clusters.

    E-business industry is distributing widely, which is distributed along the following line: Heishijiao—Xinghai Bay—Xian Road—Xinkai Road—Tianjin Street—Renmin Road.

    

    Electronic information manufacturing industry with the chance of constructing “furnishment electronic park”, builds research 7 development platform and resource sharing platform to expedite technological innovative enterprise of furnishment electron. Based on industrial chain, centralizing layout in the space, build industrial base and unique park. Semiconductor industry will be distributing in IC industrial base and photoelectron industrial park mainly in the future.
    LCD industry is distributing dispersedly, it will be centralized properly when develop LCD project in the future. It can be developed in existing area to make industrial chain more gathering in location.
    Incubation network is mainly distributing in Qixianling Base, DD Port, 2nd phase of Software Park; R & D system is distributing in University Park, Qixianling Base and DD Port.
Plan and construct Lingshui information industry R & D base including many universities such as Dalian University of Technology, Dalian Marinetime University and scientific research institutions.
