   Electronic information products manufacturing industry

   1. New-type flat panel display components
   £¨1£©Put more attention on development of TFT-LCD panel, module and upper complete industries.
   £¨2£©Continuously develop existing production scale of TN/STN/CSTN-LCD largely.
   £¨3£©Concentrate on development of LCD industrial park to establish one TFT-LCD panel line at least and lots of upper material complete enterprises and lower module production enterprises in the park.

   2. Basic components and parts
   £¨1£© Put more attention on development of following products:
Micro motor, precision shaft, metal parts and components of electronic gun, HIC, magnetic material, inductance, transformer, resistor, potentiometer.
   £¨2£©Put more attention on cultivating , supporting and importing such products as printed circuit board, audio component, relay, car audio deck etc. with great development potential.
   3. Digital audio product

   5. Semiconductor industry
   Develop greatly IC industry. Put more attention on development of IC, discrete device, chip device manufacturing and packing, high-efficiency LED chip and LED packing, chip design, of information network product and communication product etc. needed by digital equipment.
   6. Car electron
   Put more attention on development such products including car-carried information system complete machine, car audio deck, car electronic control system and car software.
   7. Computer industry
   Put more attention on developing that family multi-media computer system, multi-media computer and television integrated machine, network computer, super-minicomputer, high-grade microcomputer work station, CAD/CAM work station, RW CD-ROM, new-type accessory equipment for computer and function card, various high-resolution display. Focus on completing of products for Canon, STAR etc., to take absorbing Japanese capital as main, put more attention on inviting business of key complete parts production enterprises for printer including sensor, optical devices and parts, transmission drive etc.?
   8. Furnishment electron
   Put more attention on NC machine tool system, vessel electron, industrial process control system, industrial intellectual meter and instrument, ?electronic technologies and products of saving-energy and reducing-consumption.
   9. Optical¡¢mechanical and electrical integration industry
   Key points and main projects:
   (1) Key points for: intellectual medical treatment instrument and equipment, photoelectric sensor components, optical communication components, intellectual meter and instrument, high definition color printer, digital camera, office automatic equipment.
   (2)Main projects: fiber optics coupling component, photoelectric integration component, infrared thermistor, infrared imager, laser printer, color ink jet printer, laser therapeutic apparatus, ¦Ãsurgical knife, bio-chemical analyzer, industrial programmable controller, various photoelectric control components, special auto control machine tools.

   Software and Information Service Industry

   1. Software outsourcing industry
   In the following five years, the software industry in Dalian will develop software outsourcing industry greatly and strongly along the main development trend of software industry in the world, depended upon core enterprises, activating existing software outsourcing advantages towards Japan enough. Try efforts for software outsourcing business to develop gradually from simple output of technology to brand output, improve technological level from low level to high level, enlarge export destination from Japan as main to Korea, Europe, U.S.A. and other countries.
   2. Information service industry
   In the following five years, depended upon businesses of global top 500 in Dalian including GE, HP, DELL etc., continuously absorb famous enterprises to develop BPO, calling center etc. business in Dalian, develop information service industry with BPO as main greatly and strongly to make Dalian become BPO business center recognized by the world.
   3. Embedded software
   In the following 3,5 years, embedded software will be developing at high speed. Dalian will grasp tightly the chance to implement the strategy of developing? vigorously old industrial base in Northeast China, encourage independent innovation and software application of development field of industrial control and embedded software system, enhance the business scale of industrial control system development and IC design, build the largest R & D base of NC system in China.
   4. Application software for industry and enterprise
   Put more attention on development of software product, focus on the needs from reformation of old industrial base in Northeast and informatization construction, and combine with the chance to build northeast Asia shipping center in Dalian to develop software for logistics, finance, shipping, government, education, shipbuilding, traffic, tourism, petrochemical, machinery, foreign trade surrounding promoting traditional product value by application software and pushing industrial? informatization of local industries with advantages, improve the application level of informatizaiton in various industries of Dalian. Based on enlarging constantly market space of products with independent property rights, rapidly promote software products in Dalian more famous.
   5. Information resource industry
   Establish lots of databases towards economy, scientific education filed and market information database clusters towards enterprises, put more efforts to push establishment of community informatization and digital family, promote development, utilization and integration of social information resource by the way to push publishing of governmental information and developing of information resource. By 2010, try for a great progress in development and utilization of governmental information resource and social information resource.
   6. Animation and game industry
   Initially cultivate and perfect digital entertainment industrial chain in Dalian within five years to form digital entertainment R & D center and incubation center with digital entertainment industrial park as core. Also pay attention on development of digital entertainment industrial tools while developing products of digital entertainment industrial chain to form gradually value system matching talent training for development of digital entertainment industry, original production, outsourcing processing, marketing and production of spinoff. By 2010, try to absorb 2000 senior persons in digital entertainment industry from home and abroad, reach output value of 300-500 million yuan so as to become important animation industrial base in China.
   7. Information technology education and training industry
   Gradually establish and perfect educational training systems at different level, enlarge training scale of relating majors to cultivate more and more practical persons and business management persons of information technology who can adapt to needs from various levels. Carry out international software talent training project to absorb domestic and foreign institutions for cooperation to establish school in Dalian to make Dalian become important IT talent educational training base in China.by 2010, realize the target to provide to society with 15000 persons with undergraduate course level of software major and over every year, and reach annual income from information technology education and training industry at the amount of RMB 1 billion yuan.

   Key Task in Technological Innovation

   1. Electronic information technology
   --- the production of digital television receiving and middle ware for new-type flat panel display such as PDP, LCD and large-screen television, digital set top box and integrated machine, transceiver equipment and HD-DVD, rapidly develop and apply digital audio & video technology.
   --- carry out R & D of technologies such as car-carried communication system, car-carried navigation terminal, car electronic braking system (EBS) etc.
   --- the production of products towards sensor and meter & instrument, transducer with multiple level, intellectual executor, microminiaturization control valve and multi-function paperless recorder, medical treatment instrument, digital oscillograph, digital signal generator, audio analyzer and so on, carry out R & D of industrial electronic manufacturing technology.
   --- Actively carry out R & D and application of RFID technology, enhance the ability of independent innovation, master core technology and occupy market share.
   --- Carry out R & D of technology for next generation mobile communication product such as ¡°IPV6,3G¡± to ensure the achievement with independent intellectual property rights into industrialization and finally become new pillar industry.
   --- GIS, GPS, SCM, POS, ERP, MIS, VTMS(vessel traffic management system), advanced intellectual digital traffic management technologies such as shipping videophone meeting technology, remote purchasing and warehousing, electronic tag container etc., integration transportation technology, advanced support technology for shipping decision-making, shipping safety guarantee technology, shipping environmental protection new technology and so on.

   2. Technology for software design and development
   Carry out design and development of embedded basic software towards such fields as advanced equipment, network communication, digital family electric appliances, information security, car electronics etc.
   --- Develop new generation design and development technology of? finite element analysis and optimized design software system and furnishment intellectualization (digital) towards advanced equipment manufacturing industry, especially development technology of software system for intellectual control of heavy energy-consumption equipment; develop design and development technology of informatizaiton application software for manufacturing industry.
   --- Research and develop embedded software technology focusing on embedded real-time database technology, embedded system modeling and design technology, embedded network communication technology; research and develop standardized technology of interface software? for embedded system and auto-tuning technology of control parameters.
   ---Develop embedded software system technology with multiple level structure towards car-carried mobile multi-media.
   ---Develop technological support platform for software export, develop technologies including software modeling, software component & assembly and configuration.
   --- Carry out R & D of e-business software and other key technologies, improve independently developing ability and application level of various business software.
   --- Develop public security information technology platform to provide with technical support system to risk source identification and diagnosis, monitoring, prevention, risk appraisal, emergence responding and commanding decision for important event, accident and disaster.

   3. Photoelectron technology
   Put more attention on development of LED, laser, key components and corresponding materials in the field of optical communication and? carry out technological tackle of difficulty in following key fields:
   --- Semiconductor lighting and display. High luminance and high power GaN LBD, new-type wide band semiconductor light emitting device and the packing technology, high-efficiency luminescent powder for white light LED.
   --- Optical communication and information transmission. Semiconductor laser components and assembly technology, new-type fiber optics active and passive component.
   --- Solar battery. High-efficiency InGaP/GaAs/GaSb condensing solar battery.

   4. Advanced equipment manufacturing information technology
   Carry out tackle of difficulty of key technology surrounding research and manufacturing of key equipment, digital and informatization.
   --- Research and develop technology of NC machine tool; functional parts technology of NC machine tool and complete technology, CAX/PDM technology in design and manufacturing field.
   --- Research and develop micro-machinery electronic system of information component and bio-engineering micromation, focusing on development of sensor technology, micro-energy, micro-driving, micro-executing, micro-processing system, and development of micro-assembly component and system which can be industrialized.
   --- Develop reconfigurable manufacturing system (RMS)which can improve self-adaptive ability of furnishment industry, virtual manufacturing technology (VM) and network manufacturing technology (NM), embedded technology of product and equipment intellectualization, field-bus control system (FCS) of manufacturing process, and develop and improve ERP/CRM/SCM technology for equipment industrial operation and management, robot technology and NC technology of machine tool industry.
   --- Develop assembly technologies such as shipping automatic system (micro-computer control center, automatic pilot, automatic orientator etc.) cabin automatic system(remote, monitoring and alarm device, power station automatic control equipment etc.) and loading & unloading system etc.
   --- Completely promote knowledge content of modern service industry and informatization level by informatization technology.
   --- Develop advanced information technology equipment by information technology; develop three platform technologies including public management information, logistics business information exchange and enterprise logistics information treatment.
   5. Development of information technology for city public infrastructure
   --- Research and develop information technology for intellectual house construction.
   --- Information technology relating to intellectual public traffic system.

   Informatizaiton
   1.Key task of informatization
   The whole frame of city informatizaiton construction in Dalian is ¡°344¡±frame, namely three systems (running guarantee system, security guarantee system and standard system), four levels(network level, basic facility level, information resource level, application level), four applications (e-government affairs, social informatization, enterprise informatization and e-business).
   £¨1£© Construction of basic facilities
   
The level consists of basic facilities in software and hardware for city informatization. The construction of basic facilities will be carried out based on the thinking of integrating resource by the mode of data center. The hardware includes environment of computer room, host computer, memory etc. and software includes system server, data exchange server, business application server, system customized tool and other support system servers for public application
   ¢Ùconstruction of e-government affairs network
   ¢Úconstruction of internet and internet exchange center
   ¢Û construction of cable broadcasting network
   ¢Ü construction of governmental data center
   ¢İ basic facility of information security
   £¨2£©Development and utilization of information resource
   Build up such basic databases as population basic information, corporation information, macroeconomy, basic information for space and geography to realize integration, sharing and integrated application of information resource.
   (3) e-government affairs
   Widely adopt modern information technology in all fields and all sections relating to government affairs to support governmental departments for administrating in accordance with laws, ?carrying out public service so as to improve working efficiency, service level, administrating ability and scientifically decision-making level in all governmental departments, push the change of functions and publicity of government affairs.
   ¢Ù establish organization guarantee system of city informatization, perfect the corresponding guarantee mechanism.
   ¢Ú strengthen perfecting and spreading office automatic system, quicken the progress of electron and network in office of party and government departments.
   ¢Û give support to national construction of ¡°golden project¡±. According to  requirements in informatization construction plan of every industry, push the construction of informatization, and put more assistance to government departments at various levels on businesses such as fiscal administration, financing administration, revenue administration, import & export administration, resource disposition, state-owned assets administration, price adjustment & control, food security supervision and administration, credit supervision and administration, environmental protection, audit, statistics, social security, public security administration and so on.
   ¢Ü strengthen assistance of business between government departments, optimize business flow so as to help and push reformation of government administrative mode and organ.

   According to development frame of e-business in Dalian, based on informatization of enterprise, greatly develop e-business with Dalian¡¯s feature approaching with the world. Strengthen and perfect the construction of ¡°Dalian e-business payment gateway¡±, perfect CA attestation system for e-business, and construction of security configure, payment method, logistics and delivery, network server, legal environment and corresponding infrastructure, establish and perfect management and operation mode of e-business, put efforts on talent training and public promotion. Try best to reach volume of trade from Dalian e-business at the amount of 1.5 billion yuan before 2007 and 3 billion yuan in 2010.

   Push industrialization by informatization. Realize innovation of enterprise management by such information technologies as micro-electron, computer, communication network, e-business, intellectual control, virtual manufacturing etc., implement rebuilding of enterprise flow to rebuild traditional industries including machinery, traffic, petrochemical industry, medicine, building materials, metallurgy light industry etc., promote CAD, CAM, DCS, CIMS, MIS, DSS, MRPII, ERP, CRM technologies, develop, utilize, integrate and manage information resource in every link of enterprise business enough; realize automation and mechanical-electrical integration of production process, and systemization and digital of production and operation method, network of management and e-business of marketing to improve efficiency, reduce cost, create benefit and enhance competitive power.
